IFC Repeat Clients Evaluation, DC: Designed a research study to identify IFC’s repeat investment clients that have become global players based on market share, exports, % of GDP.

IFC’s 10 Year Annual Review, DC: Conducted desk study of > 80 evaluations to ID findings, lessons learned & recommendations linked to improved development effectiveness and $ returns. Built a database tracking project outputs, outcomes, efficiency, and effectiveness. Drafted report.

IFC Impact Evaluation SME Private Enterprise Program Former Soviet Union

Assessed 31 technical assistance projects to 1) measure impact and strategic relevance, 2) track lessons learned, and 3) recommend organizational change. PEP was a post-privatization program intended to 1) attract FDI and domestic capital; 2) improve the investment climate (taxation, permits, inspections and licenses); 3) support corporate governance; 4) build supply chains; and 5) ease access to capital for leasing, microfinance, housing. Compiled performance ratios. Wrote Board Report for Committee on Development Effectiveness. Presented findings to management.

IFC Impact Evaluation SME Enterprise Development Southeast Europe

As the sole independent evaluator, I assessed the program impact on SMEs in Albania, Bosnia & Herzegovina, Macedonia, Serbia & Montenegro based on DAC criteria: relevance, effectiveness, efficiency, impact and sustainability. SEED projects supported 1) access to finance – leasing; 2) supply chain linkages; 3) business associations; 4) institution strengthening/ investment climate; 5) EU standards and 6) corporate governance. I created a work plan, reviewed project completion reports and technical assistance documents, conducted over 50 site visits and 100 stakeholder interviews, designed a survey, and presented findings to European donors at Annual Board Meeting.
